Originals first: This archive separates original documents and recordings from project annotations, transcripts, and analysis. A transcript is a navigation aid. The underlying document or audio, its provenance, and its known gaps control.

A documentary chain, not a pile of links

The collection begins with the pre-1968 remedy, follows the 1972 statutory exchange and the decisions in Kluger and Martin, then presents the 1990 bill files, session law, and legislative audio. Each source record states what the item is, where it came from, what it can establish, and what remains incomplete.

Preserve

Keep the original scan or recording unchanged. Record the issuing body, date, citation, source location, and acquisition history.

Describe

State what the source proves, what it does not prove, relevant pages or timestamps, and any missing pages, tape sides, or inaudible passages.

Interpret separately

Publish OCR, transcripts, annotations, and project conclusions as derivative layers that can be corrected without altering the original.

Search the historical sources

Some project-held archival documents are represented by source records before their public scans are attached. Those records are marked as pending rather than silently replaced with a secondary summary.
